Can You Wallpaper Over Existing Wallpaper?

The short answer

Generally, no — most professionals and wallpaper manufacturers recommend removing existing wallpaper before hanging new paper. It can work in narrow circumstances, but it's a conditional yes at best, not a default recommendation.

When it's safe

Hanging over existing wallpaper is only reasonable when the current layer is a single sheet (not already layered over something else), fully adhered with no lifting seams or bubbles, and a non-textured, non-vinyl-coated paper that a new adhesive can actually grip. Even then, expect any existing seams or texture to telegraph faintly through a lighter-weight new wallpaper.

When you should strip first

• The existing wallpaper is already layered over an earlier one.
• Any seams are lifting, or you can see or feel bubbles anywhere on the wall.
• The existing paper is vinyl-coated or heavily textured — new paste won't bond to it reliably.
• You're switching to a lighter-weight or lighter-colored new wallpaper that would show the old pattern through it.

Risks of skipping the strip

The biggest risk is compounding failure: if the old layer eventually lifts or bubbles, it takes your new wallpaper down with it, and you're now removing two layers glued together instead of one. Old seams and texture can also show through as faint ridges under raking light, and a second adhesive layer changes how much paste is actually reaching a stable surface — often less predictably than a properly primed bare wall.

Testing the existing surface

Press firmly across several spots on the wall, including corners and near the ceiling and floor — any soft, hollow, or bubbled feel means the existing layer isn't a safe base.
